VDD seeks prosecution against two individuals for providing prohibited project management services to companies in Russia

On 17 September 2025, Latvian State Security Service (VDD) asked the Prosecution Office to initiate criminal prosecution against two Latvian nationals for providing prohibited project management services to companies registered in Russia, violating sanctions imposed by the European Union (EU).

VDD initiated the criminal case against the individuals on 22 January of this year, incriminating them for crimes stipulated in Section 84 Paragraph 1 of the Criminal Law.

Information acquired by VDD indicates that the individuals violated the EU sanctions in relation to providing project management services to companies registered in Russia.

During the investigation, VDD found that the individuals own shares in a Russian company that deals with project management and organisation. In the period of 2022 to 2025, this company has organised at least 5 events (forums) that took place in Moscow.

VDD reiterates that no person shall be considered guilty until the guilt of such person has been determined in accordance with the procedures laid down in law.
