VDD seeks criminal prosecution against an individual for providing funding to the Russian army

On 21 January 2026, Latvian State Security Service (VDD) asked the Prosecution Office to initiate criminal prosecution against a Latvian national for providing funding to the army of the aggressor state Russia for purchasing military equipment.

During the investigation, VDD found that the person had responded to the call of a contact person in Russia to provide financial resources for the purchase of unmanned aerial vehicle (drone) jamming equipment for Russian soldiers at the front in Ukraine. The Service established that the suspect transferred financial resources to Russia using an acquaintance in Belarus as an intermediary, therefore providing support to the aggressor state’s armed forces.

The Service initiated the criminal case against the person on 25 November 2025 pursuant to Section 772 of the Criminal Law, i.e., for transferring financial resources to a party involved in an armed conflict taking place outside the territory of the Republic of Latvia, whose action is directed against the territorial integrity and political independence of another state.

VDD detained the person on 2 December 2025 and conducted criminal proceedings at two sites related to the person in Rēzekne and Preiļi municipality. The suspect has been taken into custody as a security measure.

VDD reminds that no person shall be considered guilty until the guilt of such person has been determined in accordance with the procedures laid down in law.
