VDD seeks criminal prosecution against Aleksejs Rosļikovs for inciting national and ethnic hatred

On 14 November, Latvian State Security Service (VDD) asked the Prosecution Office to initiate criminal prosecution against Riga City Council deputy Aleksejs Rosļikovs for deliberate incitement of hatred and enmity between Latvians and Russians.

VDD initiated the criminal case against A. Rosļikovs in connection with his statements during the sitting of the Saeima on 5 June, when he was a member of the Saeima. During the 5 June session, the Saeima was deciding whether to pass on the draft "Declaration on the criminal Russification carried out by the Soviet occupation regime in Latvia and the elimination of its linguistic consequences".

Then-member of the Saeima A. Rosļikovs opposed this declaration during his speech from the Saeima podium, purposefully expressing misleading information about its goal, namely, that the declaration allegedly intends a complete ban on using Russian language in public spaces and households, which is not true. A. Rosļikovs also expressed other manipulative statements aimed at promoting dissatisfaction, resentment and protest sentiment among Russians living in Latvia against the Latvian state and the Latvian people. VDD asseses A. Rosļikovs’ speech as aimed at inciting hatred and enmity between Latvians and Russians.

VDD asks that A. Rosļikovs is held criminally liable for the crimes stipulated in Section 78 Paragraph 2 of the Criminal Law, i.e., inciting national and ethnic hatred or enmity, committed by a state official.

VDD reminds that no person shall be considered guilty until the guilt of such person has been determined in accordance with the procedures laid down in law.
