In response to a publicly disseminated ultimatum of a pro-Kremlin group, on 9 September 2026 Latvian State Security Service (VDD) initiated a criminal case for threats to commit acts of terrorism against Latvia-based companies that supply armaments to Ukraine.
VDD established that a pro-Kremlin group named "Global Citizens Against War 1984" published a demand on its website on 8 September 2026 for Latvia to cease weapons and munitions deliveries to Ukraine. If not, the group threatens to carry out terrorist acts against specific Latvian companies that manufacture and deliver armaments to Ukraine.
On 10 September, within the criminal case VDD detained one individual in Riga and carried out criminal proceedings at the person’s place of residence and vehicle. VDD is currently analysing the data mediums and other items seized during the search. The suspect has been taken into custody as a security measure.
The group has also made identical demands to Poland and Portugal in its ultimatum, threatening to take action against several companies in these countries if the demands are not met.
The criminal case has been initiated pursuant to Section 796 Paragraph 2 of the Criminal Law.
