On 19 August 2019 VDD proposed to launch criminal proceedings against a Latvian citizen for unlawful participation in the armed conflict in Eastern Ukraine and referred the criminal case to the Prosecutor’s office.

VDD had already informed about the criminal proceedings initiated against a person on 2 August 2016 pursuant to Article 771 of the Criminal Law on suspicion for unlawful participation in the armed conflict in Eastern Ukraine.

The information obtained within the investigation attests that in September 2014 the person had travelled to the conflict zone in Eastern Ukraine, where the person joined an illegal armed group and within the group actively participated in the attacks against the Ukrainian Armed Forces, therefore turning against the territorial integrity of Ukraine.

Considering the results of the investigation VDD decided to refer the criminal case to the Prosecutor’s office of Rīga court district and proposed to launch criminal proceedings against the person.

VDD recalls that no person shall be considered guilty until his/her responsibility is legally established.
